ATTY. SILVESTRE A. MOSING   

DEPUTY CHIEF PUBLIC ATTORNEY

   

ATTY. SILVESTRE A. MOSING hails from the northern province of Kalinga in the Cordillera Administrative Region (CAR), more particularly from Barangay Poblacion Guina-ang, in the Municipality of Pasil. 

He is the second among the eight (8) children of the couple Gavino B. Mosing and Ana A. Mosing of Pasil, Klinga whose forebears are also from that place and belongs to the indigenous Kalinga tribe of the Cordilleras.

He is married to Dr. Karen K. Mosing of Bulanao, Tabuk, Kalinga.

Atty. Mosing finished his elementary education at the Pasil Central School, where he graduated valedictorian. He went to High School at the St. Mary’s School in Sagada, Mt. Province and at St. William’s Academy, Bulanao, Tabuk, Kalinga. He then entered College as a scholarship/study grantee of the National Integration Scholarship Grant Program (N.I.S.G.P.), finishing a degree in A.B. Political Science at the University of the East (U.E.). He took up Law at the San Beda and San Sebastian College. While in Law School at San Sebastian College, Atty. Mosing also worked at the Office for Northern Cultural Communities (O.N.C.C.). He finished his law course with further financial assistance through a scholarship grant. 

Upon admission at the Bar, Atty. Mosing applied for Government Service and was appointed Associate Public Attorney II at the Public Attorney’s Office (PAO) in March 1995. He was later promoted to Public Attorney II, Public Attorney III, and Public Attorney IV, and headed the Field Services and Statistics and Legal Research Divisions of the agency. In July 2006, after eleven (11) years of dedicated service to the Public Attorney’s Office, Atty. Mosing was appointed by Her Excellency President Gloria Macapagal Arroyo as Deputy Chief Public Attorney. He is presently designated as Deputy Chief Public Attorney for Visayas and Mindanao.
