CODE OF CONDUCT FOR PUBLIC ATTORNEYS AND EMPLOYEES
This Code of Conduct is issued to set forth, define and consolidate the policies and rules of conduct to be observed by Public Attorneys and other employees of the Office in providing legal assistance pursuant to the Public Attorney’s Office mandate and in dealing with the public.

This Manual sets forth, defines and consolidates the policies, rules and procedures to be observed by PAO lawyers and employees in the handling, recording and reporting of cases and in rendering other forms of legal services to indigents and other persons qualified for free legal assistance.

This circular is issued for the purpose of defining and consolidating the policies and rules to be observed by the Public Attorneys in providing legal assistance to Children in Conflict With the Law (CICL), consistent with the principles of the Convention on the Rights of the Child, the United Nations Minimum Rules for the Administration of Juvenile Justice, Republic Act No. 9344 (otherwise known as the Juvenile Justice and Welfare Act of 2006), and other related laws and rules.

This circular is issued for the purpose of defining and setting forth the guidelines to be observed by Public Attorneys in handling criminal cases pursuant to the provisions of the Speedy Trial Act of 1998 (R.A. 8493) and its implementing rules (Supreme Court Circular No. 38-98).

STANDARD OFFICE PROCEDURES IN EXTENDING LEGAL ASSISTANCE TO WOMEN AND THEIR CHILDREN SUBJECTED TO VIOLENCE UNDER REPUBLIC ACT NO. 9262 AND OTHER RELATED LAWS
This circular defines and outlines the procedures and actions to be undertaken by the lawyers and staff of the Public Attorney’s Office (PAO) in extending legal assistance to victims of violence against women and their children and in handling applications for protection orders, in consonance with Sections 13 and 35(b) of Republic Act No. 9262, its Implementing Rules and Regulations, and Supreme Court A.M. No. 04-10-11-SC (Rules on Violence Against Women and Their Children).
